Niger State scraps Proper of Manner charges to drive rural broadband growth

In a transfer to boost digital connectivity, Niger State has introduced the elimination of Proper of Manner (RoW) charges for laying fibre optic cables. This coverage shift is designed to speed up broadband infrastructure improvement, significantly in underserved rural areas.​

Per TechCabal, Governor Umaru Mohammed Bago emphasised that eradicating RoW charges is essential for socio-economic improvement. “Telecommunications infrastructure is vital for the socio-economic improvement of the state,” he said. The governor highlighted that this initiative would promote e-governance, enhance entry to public companies, and guarantee equitable digital alternatives throughout the state.​

Traditionally, excessive RoW charges have been a barrier to increasing broadband companies in Nigeria. Whereas the federal authorities set a benchmark of ₦145 per linear meter, many states imposed larger fees, deterring telecom corporations from investing in infrastructure initiatives. Niger State’s choice to waive these charges aligns with nationwide efforts to standardize and cut back RoW fees to foster digital development.​

The influence of restricted web entry in rural areas is profound. Farmers in areas like Mariga and Wushishi have confronted challenges in accessing market data and conducting transactions as a consequence of poor connectivity. This digital divide hampers financial alternatives and entry to important companies.​

By eliminating RoW charges, Niger State goals to draw telecom operators to put money into broadband infrastructure, thereby enhancing connectivity in distant areas. This transfer is anticipated to facilitate digital inclusion, improve instructional and healthcare companies, and stimulate financial actions.​

This coverage change is a part of a broader nationwide technique to realize 90% broadband penetration by 2025, as outlined in Nigeria’s Nationwide Broadband Plan. The federal authorities, by means of initiatives just like the Common Service Provision Fund (USPF), continues to help initiatives that develop ICT entry in underserved communities.​
